In August 2006, the Government of Ghana signed a 5-year, US$547 million Compact with the Millennium Challenge Corporation (MCC) of the United States of America aimed at reducing poverty through economic growth and agricultural transformation. Monitoring and Evaluation is essential for a result-based approach to program management and is invaluable as an internal management tool as well as for fulfilling donor requirements. In order to ensure that the broad and specific objectives of the Compact are achieved MiDA has contracted the Institute of Statistical, Social and Economic Research (ISSER) to:

·         Oversee the implementation of the main survey (GLSS5+) in the 23 MiDA districts which will be used among others to evaluate the MiDA programme impact. The GLSS5+ survey will be carried out in collaboration with the Ghana Statistical Service (GSS). Specifically, ISSER will provide technical leadership for the GLSS5+ survey and will work with the GSS to conduct the survey,

·         Design and implement Farmer Based Organization (FBO) surveys and produce descriptive and analytical reports. ISSER will carry out a survey of farmers belonging to FBOs targeted for assistance under the Compact. The survey will be administered in the three MiDA operating zones: Afram Basin, Southern Horticultural Belt and the Northern Belt of Ghana and will be conducted four times during the life of the Compact,

·          Conduct programme wide and project-specific impact evaluation of the MiDA Compact. Evaluate the will be done, among others, through monitoring and evaluation during and after the completion of the compact to determine the magnitude of impact on the target population. Specifically, this involves conducting rigorous scientific analysis necessary to determine: how the 23 districts targeted by MiDA programs have fared in comparison to non-MiDA regions in terms of economic growth and poverty reduction; how the welfare of MiDA beneficiaries has changed over the life of the Compact relative to non-MiDA beneficiaries; and whether changes can be attributed to MiDA programs. The analysis will rely, among others, on data collected from MiDA and non-MiDA program areas.

 

The two main surveys to be conducted and/ or supervised by ISSER—the Ghana Living Standards Survey 5+ (GLSS5+) and FBO survey in addition to other surveys to be conducted by other contractors will form the basis for evaluating the implementation of the Compact in relation to its objective.
